--It has 2 step brightness settings. 50% brightness for 2000lm, 100% brightness for 4500lm.

Can you change bulbs? 
-- This is an LED sealed fixture. There are NO bulbs to change.

-- Yes,we offer dust bag, EPE foam inside protect the product, five kraft paper carton, anti-knock, moistureproof 

Is this water-proof?

-- Yes.All being said on and off switch is sealed under clear rubber and lights them selves are sealed so it seems water resistant.
